Sorry if this is a repeated post. I did search, but I guess the wording is off.

Is there a way to have say Chrome open on monitor 2 from the icon in the start bar on 2? and vice versa. I looked through everything. Maybe I cant see the forest through the tree..

I want to open any program in the current monitor i am in. I can't find an option for it. it always opens in my main monitor. any way to always open up in the current monitor?

If you setup a Trigger rule like the attached screenshot, any new windows should always open on whichever monitor the mouse cursor is on.

and why i cant move steam like this
any other program works great
steam just stay where it wos any solution i added a special trigger for steam still nothing

Steam seems to re-use window handles, preventing it from being detected as a new window. If you create a rule for Steam and set the Trigger Event as "Window Focused," it should work after you click outside of the Steam window, and then click back onto the Steam window.
