As per title, I had Notepad++ on the second monitor and phpStorm "active" on the first one:

RESULT => inside phpStorm I can scroll just fine, but in Notepad++ I can't unless I make it the "active app".

I then set Notepad++ as active (still on the second monitor) and phpStorm on the first one:

RESULT => I can scroll properly in Notepad++ AND in phpStorm even thought the app is inactive.

To sum it up: something is wrong when Notepad++ is the inactive app and it doesn't allow scrolling inside it until you make it active. I never had this issue with 6.x.

To add some more I am also noticing the issue with other common applications:
  • Chrome
  • Firefox
  • Android SDK Manager
  • Opera
  • Steam

I'll be staying some more on this beta version since I really need the ALT+TAB fixes but I hope you can fix this issue for the next beta. Or I'll have to go back to 6.0 for now (and I won't be beta testing 7 either :P )

After re-installing Beta 6 as I was advised in another topic this issue is now resolved, something must have gone wrong when I upgraded from 6.x.

I have this same issue, fresh install, never installed before. got it from steam. There are a number of windows the inactive scroll doesn't work on including the ones listed above.

please advise

@Screwyluie: If you just disable the option, apply the settings, then re-enable and apply again, is it still broken? It works for me with all of those applications on Windows 8.1.
