Whilst holding down mouse1 move cursor over taskbar button and the active window will no longer be active, instead the window represented by the taskbar button will be active.
It is extremely annoying when trying to select a selection of text in notepad or draw a shape in paint for example.
This behaviour should only occur when files and/or folders are dragged onto a taskbar button, in which case it is desired as the user is trying to drop the files and/or folders into the application that the taskbar button represents.

Indeed but with it disabled then dragging files and/or folders onto the taskbar button has no effect
Whereas dragging them onto the main primary taskbar will allow me to drop them into the application
I'm saying that when enabled the window should only become active if it is a drag and drop type action, not just any drag (i.e. a selection etc)
