Sorry but I couldn't see this mentioned but I assume it is an issue that you are aware of:
I had been ignoring this since the versions previous were in beta but:
In WIndows 10 even with the new non-beta release when I use hotkeys to arrange my windows they overlap very slightly.
It seems the bezel/chrome on the window is not being taken into account correctly when sizing.
For instance if I set a window to take up half a screen on my second monitor a couple of pixels worth of window will draw on my main screen!
Which applications does this seem to occur with? Or does it happen with all of them?

Yeah, any application. Even something built in like the settings panel. It happens with all of the 'Move windows to...' key binding options in DisplayFusion.
All monitors are at 100% (no scaling/dpi changes).
For reference my monitors are:
ASUS ROG SWIFT PG278Q 2560x1440@144hz (main)
Cheap Chinese import PC Bank monitor 2560x1440@60hz (second, to the right)
HDMI audio connection to amp (shows as monitor even though it is not)
I also use SLI but I doubt that would make any difference
I've tried moving the monitors around in the display options but it does not seem to help.

throwing my ideas in:
the active window does have a sort of "shadow" effect, when it's not full screen/snapped, that bleeds over monitor edges (windows issue, not sure if it could be fixed with DF)
It's possible the program itself doesn't like the size it's being forced into, and is "correcting" it.
I assume you're using DF shortcuts, not the built-in windows ones (winkey+arrow), it may be an incorrect scaling? I can't help but think that the HDMI false monitor may have something to do with it, offsetting the pixels done during the scaling.

Scaling seems to be fine using either dragging to snap to windows key and arrow, when i use the DF keys it gains a few pixels on all four sides it seems. Hard to show in a screenshot .
Its not the shadow, its the actual window pixels. Persists if i run windows with performance display options in System (no shadows)
The issue persists if I disconnect the 3rd (HDMI audio) device

There's still a small quirk where if you have Chrome maximized and then resize it to be half height (resize to half of height and move to bottom center of screen, retaining width), the edge of the Chrome skin still pops out a bit on the side where I have another monitor. Toggling the location from bottom to up and back fixes the width to not pop out of bounds on the monitor and cause the side of the border to appear on the other monitor.
A bit more on my setup: two monitors, one is landscape and other is horizontal, thus I prefer to vertically split the other monitor for PuTTY and Chrome :3
