The Vertical Offset setting, both the general setting in Advanced Settings and per program under the Compatibility tab don't seem to work if the window is maximized.
I've tried both negative and positive offset values.
Horizontal offset works and when not maximized the vertical offset works too.
I haven't tried a system restart yet, restarting the applications doesn't solve it.
Using The Steam version 7.3.4 on Windows 10 build 10586
You may need to restart DisplayFusion itself after changing those offsets. They're cached in some situations and don't get refreshed until a restart.
Hope that helps!

Restarting displayfusion doesn't seem to help, (including the service in the taskmanager).
I've created a compatibility setting for two programs with only the vertical offset set for the "Maximized TitleBar Button Offset".
One I set to -50 (to move it off-screen, I've seen the topic moving it horizontally and the higher value support in the beta.) and the other 25 (should move it down).
Then I've restarted my pc (windows updates).
Still not working, and I checked that displayfusion didn't forget the settings, they are shown in the interface.
edit:
When I set the advanced setting: "Tread as non-maximised", the buttons use the normal setting and vertical offset works. But that's not really useful.

Ok, I was finally able to reproduce this here now as well. I've added it to our list and we'll hopefully have it fixed up soon!
