DisplayFusion can help with the mouse cursor issue. The option you're looking for is the "Prevent mouse cursor from snagging..." option on the Settings > Mouse Management tab.

Unfortunately it can't help with the blurry apps issue, that's just due to the apps themselves not properly supporting display scaling in Windows
