I wasn't sure where to submit a bug report, but I figured I would do so here. I actually used to make pretty frequent use of "Hey Cortana" on my system, asking it to open various things for me. A while back it stopped working, and I figured it was just something wrong with my computer.
Recently, Cortana started working again (partly) in that it would respond to my "Hey Cortana" trigger, which I discovered by accident when it misheard me talking on skype one time. I discovered that when DisplayFusion is running, it will respond to the trigger "Hey Cortana", but when I give it a command such as "open <program name>" it can't process said command and just closes. If I close DisplayFusion and give it the same command, it opens just fine.
Not exactly sure what's going on with this, but figured I would post it here. Also noteworthy, when DisplayFusion is not running, Cortana pops up in the start menu as normal. When DisplayFusion is running, though, Cortana pops up over the entire main screen as if it were a mobile device.
Strange! Do you have any Trigger rules setup in the DisplayFusion Settings?
