I have noticed that if i enable the taskbar on my second monitor then my bottom row of icons on my primary will move down and be underneath the original taskbar, if i disable the taskbar they move back.
however if i make the secondary taskbar taller then they move up with it, as if they are being aligned with the second taskbar instead of the screen they are on
I haven't personally had this happen, but I've had other reports of this. Unfortunately there isn't anything I can do about this issue, it's an internal Windows thing. Sorry.
