This is on Windows 8.1.1 x64 Professional with DF V7.1 with the task bar on the bottom, set to custom size of 65 pixels and on auto hide. Start Menu X V5.30 is installed.
The right click menu for the Start button, the clock, and the notification tray icons opens down into the task bar and then gets covered by the task bar. The right click menu for the task bar itself is also affected. See video.

We were able to reproduce this issue here as well. I'll be sure to let you know if/when we're able to get it fixed up!
