I was having the same issue. I installed the beta and it fixed this issue for me. I am guessing there is an issue with one of the Windows updates since this issue started happening after I updated my computer and drivers.
Is there any way to manually update the steam version? I was able to install and run the new beta version but it isn't able to use my license from my steam version that won't open.
I had the same isssue on v9.9. I installed beta 10 and it's finally starting. I've wiped v9.9 clean so many times and reinstalled to no avail. Started bugging out of nowhere. Was very frustrating. Glad it's fixed for now with beta 10.
If the Steam version is currently installed, you can just download the beta version from our website and run it. It will leave your license and settings intact.
