I'll mention it here since this a fairly recent thread: I particularly notice the high CPU when MS Defender is running a scan. MsMpEng.exe.. when that is running displayfusion seems to kick into high CPU mode for sure.
This is true event with Beta 17. Killing Displayfusion ruturns the lagginess to what I would call "normal"

I've moved this to a new thread. There are many different things that can result in high CPU, so trying to keep them separate as much as possible.
When your Windows Defender scan is running, is the CPU pretty much maxed out?
Also, are you looking at the CPU usage on the Processes tab or the Details tab in Windows Task Manager?
