DisplayFusion is stealing focus when I'm playing on fullscreen games, and I do not have DisplayFusion set to handle wallpapers.

Nevermind, I just realized it's just coming up as the program in focus when I alt tab, which is fine. Grr. Tracking down whatever's stealing my focus is becoming incredibly difficult...
