On systems with multiple monitor port(s) without a monitor hooked up, is there a way in DF to extend (not clone) a monitor into a window?

I'm not really sure what you're asking here. Are you wanting to have a "virtual" monitor that runs in a window?

Yes,

My laptop has 2 external monitor ports, VGA and HDMI.

When I'm not hooked up to a second monitor to extend to, Looking for a way to extend to a window instead.

As far as I know, there is absolutely no way to do that, display fusion or otherwise..
If its at all possible, it would probably require running windows on a virtual machine, with emulated displays
