This might be a non-issue and something quirky about win10, but I've noticed that when the wallpaper switches, if I have a folder open, it resets the scroll back to the top.

Yeah I've pointed this out. They seem like they can't replicate the issue.

Not having the issues in minecraft, and I don't play in LoL. I did try keith's recommendation to turn off transitions and that did not resolve the issue.
Easiest way to replicate:
open a folder that has a scrollbar. (tested with folder view set to details)
scroll midway down, highlight an item, doesn't matter if it's a file or folder.
wait for a wallpaper change
the scroll will return back to the top, though the item you have highlighted will still be highlighted and have focus.
it seems that the transition resets the scroll bounds.
I know it's been a while since you asked that, but I was not in a position to do as suggested as this is also my primmary work PC. Unfortunately, real life got in the way and I had to build a new computer. This is still happening with a new system, clean install of win 10 Pro and DisplayFusion Pro 8.0 (Beta 5).
Still a dual monitor setup.
Have windows explorer in detail view with enough items to need to scroll and scroll down. Have the wallpaper change on each monitor via CTRL-WIN-R and the windows explorer view will jump back to the top of the detail view.
Can you try disabling the "Aero Colour" option on the DisplayFusion Settings > Options tab, as well as the "Automatically pick an accent colour from my background" option in the Windows Settings > Personalization > Colours tab?
oh well, guess we'll have to wait for win20 for the fix to come out. thanks though for finally solving the riddle.
