I installed the 9.4 Beta 1 update this morning and noticed that when I have Chrome minimized to my taskbar and then click on it to restore, it will go back to maximized as normal, but a few seconds later it will un-maximize itself, going back to it's non-maximized size. I re-installed 9.3 and the issue goes away.
I also use the Google Play Music Desktop Player (which is a Chome app) and it does the same thing.

I have the same issue with Chrome, but it also happens for multiple other programs including Outlook. It only happens on my non-primary taskbar on my second monitor, and only when minimizing windows by left-clicking their icons on the taskbar, then clicking on them again to restore them.
When you do that, the specific window will restore-down to its unmaximized size then stay that way until you hit the maximize button again. It also only happens when the same window is clicked twice in succession, meaning that no other window was clicked in between the two clicks on its taskbar icon. This only affects windows that were maximized from the start of trying to minimize them.

Sorry for the trouble, this was definitely a bug in Beta 1. We've just released 9.4 Beta 2 with it all fixed up. If you run into any trouble after updating, please let me know.
