Hi:

Firstly, this problem is NOT just for the latest versions (> v7) but has existed for a long time.

I notice that when the program is downloading a new image to display, the machine becomes completely unusable (virtually freezes, but not the mouse) until the download has finished, about 10 to 15 seconds. I have the image refresh set for 60 minutes, and every hour this happens and can be quite annoying!

Is there a way to reduce the priority of the downloading thread?

I have changed the source of the downloads, but this does not seem to affect the problem. I am using a fiber-optics connection, so it does not seem to be related to the download speed.

Could you try enabling the Settings > Advanced Settings > Wallpaper > Use Internal Wallpaper Processing option to see if that helps at all?
