DisplayFusion doesn't seem to be detecting your monitor scaling level properly for some reason. Are both monitors set to 125%?

yeah. i only changed the setting in appearance and personalization > display to 125%, didn't try to make it per monitor or anything. both should follow the same settings, and the only real difference between the two is that one's a 60 hz tv using hdmi, other's a 75 hz monitor using displayport.
In Windows 10 it's per-monitor by default. Can you check that both monitors are set to 125% in the Display settings?

while messing around with my settings to change the sizes of some elements (personalize>window color>advanced appearance settings) i found what causes this. border padding that's 5 pixels or thicker causes this behavior. if it's below 5 it works as it should. 5 pixels is the default for aero theme.
Interesting! For me it only seems to affect Flux when I test as well. Are there other apps that have this issue on your system?
