I've got the same problem as was discussed in this thread, which is no longer open for replies:

It's doing it with Outlook 2013 starting with a minimised shortcut. Any idea how to fix it?

There are a couple of issues mentioned in that thread, could you clarify the exact problem you're having? Is it that the Outlook taskbar button is moving back to the Primary screen briefly when minimizing?
