Previously it was possible to move the monitors incrementally with the arrow keys within the monitor configuration panel. Now, I am unable to move monitor locations with the arrow keys.

Yes we were capable of achieving this. I am unsure which version it changed though it is recent. I'm not going to go through all the versions, that is your job.

DisplayFusion has never had this ability. You can right-click on a monitor to set the X/Y offset manually though for more control.
