They disappear when multiple tabs are open. They use to be there all the time even when I had multiple tabs open but recently have only shown up when the tabs don't reach their location at the top of the window

If you're talking about the titlebar button(s) at the top of a tabbed browser, you could try:
Settings-Advanced Settings-TitleBar Buttons | Don't Hide for Top-Tab Web Browsers

Yes, I think the behaviour changed with ver 9.7 - there were a couple of posts similar to yours which I noticed. Glad it helped.
