It sure is! If you want to change it for one application, you can create a rule on the Settings > Compatibility tab and use the "Horizontal Offset" values to move them. Negative values will move them to the left.

If you want to change it for all applications, you can use the TitleBar Buttons Horizontal Offset option in the Settings > Advanced Settings window.
