When I originally setup my PC a month or so ago, I logged in with my admin account and installed DF (steam version). I logged out of admin and into a standard user. DF seemed to be working just fine. I was able to create the shortcuts that account needed in order for me to use it the way I wanted.
Skip to this morning and there's problems. I have two shortcuts on my second monitor. First is for a camera viewing app and the second is Outlook 2016. The Outlook shortcut flat out didn't work. I click it, get an hourglass, then nothing. Watching in task manager showed outlook start, but then close shortly after. However, I can launch Outlook just fine from the Start menu, a desktop shortcut, or even the command line using the same exe location that's in the DF shortcut. As for the other program, I clicked it and waited over two minutes before it actually launched.
In my troubleshooting, I deleted the Outlook shortcut, opened Outlook via Start, dragged it to the second monitor, then tried to pin it again. I closed Outlook and the shortcut stuck. Tried to launch it and... Nothing. I deleted the shortcut again and tried to create it manually through DF's interface, but when I saved it, the shortcut wasn't there! Going back into the interface showed only the camera app.
In desperation, I made that user account into an administrator (something I'd really rather NOT have to do) and tried again. As an admin, I have no problem creating, deleting, or renaming shortcuts on the DF taskbar. Also, Outlook launches without a hitch.
I haven't used this computer all weekend. Everything was fine on Friday. I didn't see any notifications about any Windows updates, so I'm confused as to why this is suddenly a problem.
