Can DisplayFusion position child/popup windows?

For example: Assuming that my computer monitor is Monitor 1 & the additional monitor is Monitor 2 how does one customize the application so if when viewing an app on Monitor 2 (for example IE) when a new frame needs to open up that it is opened up on Monitor 2. Right now whenever a new frame opens it is sent to Monitor 1. Can the product do this?
