I have a 3 monitor setup as follows:
main monitor: Display Port
2nd monitor: HDMI
3rd monitor DVI
video card is a Radeon R7 260

When I power off the 3rd monitor, DisplayFusion still sees it as active. Is this normal and if not, what can I do to enable monitor detection when it's powered on or off?

This is normal. Windows can't detect when DVI monitors are powered off, so they will stay "attached."

Unfortunately there isn't anything that can be done there. You could create DisplayFusion Monitor Profiles with and without that monitor enabled, and then switch between them when needed.
