I was looking for a way to help me quickly find where a window is and thought this setting would help but it just doesn't seem to do anything. I was hoping for something like monitor-fading but per-window.

Here's how that function works:
* Window is minimized (e.g. Notepad)
* You drag a file from File Explorer and hold it over the taskbar button for the minimized window
* The minimized window gets focus so you can drop the file on it
For monitor fading per window, we do have this open as a feature request. I've added your vote to it, and if we have any information on it in the future, we'll be sure to let you know.
