Second monitor video is not stable

Hi. I connected my laptop to a second computer via HDMI to VGA connector. The video is not stable and is blinking.
The problem is I do not see display options in windows 10 where I can configure second display settings.
Can someone help out please?

If it's blinking, it's most likely a bad connection. Is it an "active" HDMI to VGA adapter?
