If i activate the secondary taskbar and try to maximize Steam on my secondary monitor (via the maximize button, Win+Up, or dragging the window to the top of the monitor), the Steam window looks like that seen in the attacked Broken.png. If i disable it, then it looks like Working.png.

I've looked into this issue, and it looks like a bug in Steam. I remember an older version of Google Chrome used to have this same bug, but they fixed it in a recent version. It has to do with the negative monitor offsets and having a workarea smaller than the monitor's bounds. Sorry, but there's nothing I can do in DisplayFusion to help you out here. :(
