I was trying to get my secondary tasksbars to not "stay on top" as sometimes I need to use my vertical monitor as single screen (normally the the vertical monitor is split in 2).

I was able to achieve this by creating a compatibility rule to treat all applications as full screen, but once I turned on that rule, the secondary tasksbars slightly flicker every 1-2 seconds.

That's a side effect of treating the window on that monitor as full screen. DF will force the taskbar to the bottom every few seconds, which will cause it to flicker.

If your taskbar is in the way, an alternative would be to move it to the top of the top split. That way if you maximize to the whole monitor, the taskbar won't be in the way. To move it, right-click it, and navigate to Multi-Monitor Taskbar > Position > Top.
