how to change the registry settings that when a new user logs on theses settings can be automatic installed for all new users

+ the "startup at windows" settings..

You will need to adjust the "default user" profile settings. There are a number of ways to do this, you can find out more here:

it doesn't work, when you log in on a new user it doesn't start up automatic en can't change te settings
If that user already has a profile on the machine, the "default user" settings won't be applied. In this case, you'd need to modify each of their registry hives, or create a login script to set the settings and modify their user profile to run the login script at login.
