I've only noticed this with Teams so far. A lot of the other apps allow a bit of space benieth the buttons so I can still click these menus (like the 3 dots in the image), but Teams is too narrow and unaccessable.

I'm currently on Version 10.1.2 through Steam

The Teams window titlebar is tricky for us to code around because the items in it vary in width. You can add a rule on the DisplayFusion Settings > Compatibility tab for Teams, and use the "horizontal offset" value for the titlebar buttons there to move them. Negative values will move them to the left.

Is there a way to make that kind of change globally? I'd like to offset the buttons -4 vertically on every app. It would give me enough space to click under them. I couldn't find a global setting for that.

Yep! You can use the "TitleBar Buttons: Button Offset: Horizontal" option in the Settings > Advanced Settings to set it globally.

That is what I looked for initially, and I don't see it.

Ah, the filter doesn't look in the category names. Try filtering for "button offset" :)
