On Win7 Pro x64 using DF 3.5.0 beta 4.
Using EmacsW32 setup to open on second monitor, original window only. Was working previously.
Launching with Explorer right-click menu choice, using emacsW32 emacsclient to launch emacs. 12 seconds after emacs window appears, titlebar buttons appear. 15 seconds later, emacs window moves to second screen.
Just tested it out here with Beta 4, and it seems to be moving and loading the TitleBar Buttons quickly. Do you have any Compatibility rules setup for Emacs? Or do you have the Application Hooks disabled in the Advanced Settings?

Application Hooks enabled (everything Advanced at default).
No compatibility rules at all.

I actually had the slightly older version installed so I re-installed with the new version and it is working fine now.
I found a newer version that I may try (BZR 4/2/11) but it is working with 2/17/11.
