Excellent bug report, love the screen shots! Let me cover all of your points:
1. Thanks, this has been fixed for Beta 18.
2. You can't use this to add shortcuts to the Windows taskbar, so if you only have 1 monitor that window won't do anything.
3. You can edit the key combination for HotKeys when non-Pro, just none of the settings.
4. Unfortunately right now the advanced settings aren't able to be translated because of the way they are built and handled, but I'll check this out for the next release.
