In the latest DisplayFusion betas you can enable taskbars with Start buttons on all monitors (or just some if you like).

If you just want to move the Windows taskbar to another screen, right-click the windows taskbar and make sure the "Lock the taskbar" option is not enabled, then you can click and drag the taskbar to another monitor.
