So I have 2 accounts on this computer, and whichever one I log into first, the taskbar loads just fine. Rarely I have to click on the taskbar and things load instantly.
But when I switch to the second account, the taskbar is there, but no shortcuts load, and whenever I click on the bar, the screen flashes and nothing happens. If I wait a couple of seconds, and try again, the same thing happens. Hitting the windows key on the keyboard has the same result.

Your DisplayFusion settings are a per-user basis, which is likely why your icons aren't appearing on your second account. You can export your settings in the Options tab of DisplayFusion if you would like to copy them over to your other account.
The taskbar flashing is strange, could you send over a video of the issue?
