Just tried out 3.1.2 and same thing is happening. Not sure if this has anything to do with it but my main screen is a 23" lcd running at 1920x1280 and my second display is an old 17" crt running at 1280x1024, which is the one i have set to random wallpapers from my hard drive. Main display is set to one wallpaper.
i have the taskbar enabled on the second display and both taskbars set to autohide. I've noticed that the taskbar, when it pops up, does so just before the wallpaper will change.
Edit:
Just as a test i set both screens to just use a background color and everytime i hit Apply or OK the taskbar will pop up then too.
