I have a similar issue...
I've tried changing the hide settings for each of the secondary taskbars, and they disappear when I do that, but as soon as they appear (either individually or together with the main windows taskbar) they remain up!
Troubleshooting file attached!

When the taskbar stops hiding, if you open and close the Start menu on the primary monitor, does the taskbar hide again until the next time you open the Start menu on the second monitor?
