I've been having an issue where if my computer is left for an extended period, usually overnight, it doesn't recognise ctl-alt-del to unlock the computer. The mouse is responsive, but the time also stops. I have to reboot to log in.
I do not experience this error if I've disabled display fusion.

We have a user on Windows 7 with this exact same option. We do force out via GPO a 15min start time, require password on resume and that there is a screensaver, but we do not enforce a specific screensaver.
We've changed the settings so that the DF is using a built-in Windows SCR (ribbons) to see if the problem resolves. User was previously used the DF Sine screen saver.
If we remotely kill the sinesaver.scr process, we then gain access to the keyboard input and able to logon.
@Jason: Thanks for the additional information! Has it been working well since you changed the screen saver to Ribbons?

User hasn't reported but its only been a day. He states this has been going on for sometime but is intermittent. Its only been brought to our attention the past two weeks and during that time it has happen twice to the user. User mentioned, from memory, it was no more than once a week he would stumble into this, so it will likely take a week or two. I've also setup a test system on Windows 7 and Windows 10 to using the Sine screensaver to see if I can replicate on those.
Will post back if it occurs quickly or after a week or so if no issues.
Sounds great, thanks Jason!
