These are enabled, but do not work. Worked fine in Windows 7 before I upgraded last week.

I'm under the impression Win 10 (and 8?) uses a slightly different sizing calculation.
If you have set an offset for the titlebar buttons in the 'Advanced Setting', you could try removing these.

@laurin1: Thanks! It looks like you've got a bunch of Compatibility rules setup, and in them, the "Disable TitleBar Buttons" option is enabled. Can you try disabling those?

Yes, for specific applications, but Titlebar buttons are not working for any application and I had those same rules on Windows 7 (these were imported).
It looks like the rule for SugarSync.exe is set to disable all TitleBar Buttons, not just for that application. Can you try changing that one to just "Disable TitleBar Buttons (this application only)?"
