I have an issue with window sliding up under a task bar at the top of my screen and you can't click on the title bar to move the window. Now most of the time I can use keyboard short cuts to move the window but sometimes I can't like with an Outlook reminder window. Is there any way to set the priority of selection so that you can select the title bar of a window over the taskbar?

There isn't, but there's a keyboard shortcut in DisplayFusion that you can use called "Move Window to Centre of Monitor" that should work even on the Outlook reminder windows. You can set the key combination for it on the DisplayFusion Settings > Functions tab.
