Is this possible?

Scenario:
1. Quad-monitor setup.
2. Windows Locked
3. 1-monitor (e.g., top-left) opens a Fullscreen application, such as Chrome, to a specific URL.

Use case:
Open RTSP or other live camera feeds while Windows is Locked. No interaction with browser from mouse/keyboard - display only.
