In Windows 7 Ultimate 64-bit when I close a Windows Explorer window, Windows remembers the position of the window and opens any new window in that position. I have created a function button that repositions the window, but Windows does not remember the position unless I resize the window after using the title bar function button I created. If I use the Title Bar button and resize the window by even 1 pixel the window size and position is remembered.

It's been quite awhile and a few releases. Will this issue ever be addressed?

We won't be able to fix it for 5.1.1, but it's high on our list for 5.1.2. We'll let you know as soon as we've got a beta with it fixed up :)
